SUMMARY

 

State power systems are regarded as complicate hierarchical “mencontained” technical systems and the methods and means of natural sciences are used for analysis of such systems. On the base of historical facts (the Great Chinese hierarchies, the Emperor Rome, the Great French Revolution, Babeuf plot in France and others) it is shown that the hierarchical (monarchical) social structures, which arc named as “the first social invention of the [c.232] mankind”, have played positive role because they saved society from primitive anarchy. The republican democratic government – “the second social invention” – is directed to suppression the main defect of the “first invention” – its capability to deprive people of freedom, to enslave a person. From positions of the hierarchical system analysis it is substantiated the necessity of arising of “the third social invention” – creation of a global abovestate law-enforcement power, which can suppers and solve interstate military conflicts by the law force methods. The main author's conclusion is that in times of great scientific and industrial progress the existing system of military independent states can not permit the mankind to survive.
